In some cases a package may be created and originally distributed by a different third party than the Package Supplier of the package. For example, the SPDX file identifies the package glibc and Red Hat as the Package Supplier, but Free Software Foundation is the Package Originator. NOASSERTION should be used if: (i) the SPDX file creator has attempted to but cannot reach a reasonable objective determination of who the originator is; (ii) the project is orphaned and was obtained from a public website; or (iii) the SPDX file creator has intentionally provided no information (no meaning should be implied by doing so)."
